And yes I think if the parents and schoolboard put enough thought into it and read articles like this one they would develop a plan for kids to start learning language in 1st grade. I feel that if it is introduced slowly rather than all at once (in high school) they are retaining more information. This made me think of the fact that private schools teach the kids languages in low grades, my neighbors go to Moses Brown, and they have a spanish class everyday, THINK how good they will be when they are older???
